At the age of 18, he enlisted in the United States Navy and served from 1959 to 1965. After his service, he attended the University of Mississippi and obtained a degree in Political Science. He then attended the University of Virginia and received a Master of Public Administration degree.

    Rushing was also active in politics. He served as a delegate to the Democratic National Convention in 1976 and was a member of the Mississippi State Democratic Executive Committee.
